A New Paradigm of Oil and Gas Management in Border Areas
Natural resources at the border areas, including the oil and natural gas, are part of national resources which can be functioned at any time as a supporting component in the national defense system. Therefore, a new paradigm in terms of oil and gas management policies in national border areas is needed.
This was conveyed by the Expert Staff of the EMR Minister, Sampe L Purba, at the Indonesia Defense University, in Bogor, Thursday (17/2). Through his dissertation proposal which entitled "Policy of Oil and Gas Management in the Perspective of National Defense in Border Region, the Andaman Sea, Aceh", Sampe was graduated as the 15th Doctor of the Indonesia Defense University.
Sampe, who is also an IPA individual member, conveyed three key things that became the focus and objectives of his research. First, related to the geostrategic position of the Aceh border region at the end of the Malacca Strait as the gateway to the Asia Pacific region to the Indian Ocean region. Second, the potential of oil and gas natural resources in the remote areas and offshore which associated to the supporting facilities that are available onshore.
"And the last is the choice of public policy to connect the point of view of investors' interests which are concrete and micro and the interests of the government which have a wider and macro dimension in the perspective of national defense in the border areas," he said.
He added, this study examined the main criteria of defense and security versus non-defense aspects, which include ideology, politics, economy, socio-culture, on alternative human resource policies, oil and gas contract models, infrastructure, and regulations.
As a result, Sampe's research showed that in the policy of managing oil and gas at the border areas in the perspective of national defense, the defense and security aspect has the highest score (24.40%) compared to non-defense. Meanwhile, the highest non-defense factor was the economy at 22.74%. Meanwhile, in alternative public policy options, infrastructure occupies the highest position at 29.87%, followed by regulation at a score of 28.56%. (ESDM/PS)
